A RESOLUTION ACCEPTING THE LOWEST AND BEST BID
FOR THE 2015 STORM STRUCTURE PROJECT
WHEREAS, formal advertising and competitive bidding procedures have been
conducted, pursuant to Section 8.04 of the Revised Charter and Chapter 37 of the
Dublin Code, for the 2015 Storm Structure Project; and
WHEREAS, Council has determined that the bid submitted by Columbus Asphalt
Paving, Inc. constitutes the lowest and best bid; and
WHEREAS, the 2013 Community Plan states an objective to provide safe and
efficient collection of stormwater.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin,
_ of its elected members concurring, that:
Section 1. The bid submitted by Columbus Asphalt Paving, Inc. in the total
amount of $252,271.50 is hereby accepted.
Section 2. The City Manager is hereby authorized to enter into contracts with
Columbus Asphalt Paving, Inc. for the 2015 Storm Structure Project pursuant to the
Advertisement, Proposal and Contract Documents for said project on file in the office
of the City Engineer.
Section 3. This Resolution shall take effect and be in force upon passage in
accordance with Section 4.04(a) of the Revised Charter.

2015 Storm Structure Project — Bid Acceptance
Summary
The annual Storm Structure Project specifically provides for the maintenance, rehabilitation, and
repair of structures associated with the public storm sewer system, which includes curb and
gutter inlets, catch basins and manholes throughout the community. The annual Storm
Structure Maintenance Project is a critical component of the City's on -going efforts to maintain
Dublin's public infrastructure and meet the National Pollutant Discharge Elimination System
(NPDES) Phase II regulations.
The 2015 budgeted funds for this project are $260,000 from the Capital Improvements Tax
Fund (a portion of the $560,000 that was provided for annual storm water maintenance in
2015) and represent a bid amount for labor and material costs to repair the deficiencies in 120
storm structures identified during inspections. Storm structure inspection data, now being
collected by City staff, may provide justification for increasing the funds programmed in the
future years.
On August 19, 2015, one bid was received, publicly opened and read for the 2015 Storm
Structure Project. Columbus Asphalt Paving, Inc. provided the lowest and best bid of
$252,271.50. Staff has reviewed the bid as summarized below.

The bid was lower than the Engineer's estimate of $260,000.00.
This 2015 Storm Sewer Structure Project will commence in September and will be completed
by December 1, 2015. A map is attached for the work locations in various areas throughout
the City. Staff will ensure that appropriate traffic control and site restoration is done as
necessary.

Recommendation
Staff has thoroughly reviewed the bid from Columbus Asphalt Paving, Inc. and found it to be a
true and accurate cost to perform the specified work for this project. The City of Dublin has
two years of previous experience with Columbus Asphalt Paving, Inc. on this project with very
positive results. Regarding their most recent work (as a subcontractor on the 2011 Street
Maintenance Program and performing the 2013 and 2014 Storm Structure Maintenance
Project), staff has been satisfied with the performance of Columbus Asphalt Paving, Inc. and
the quality of their completed work.
Staff recommends Council approval of Resolution No. 65 -15, accepting as lowest and best the
bid from Columbus Asphalt Paving, Inc. in the amount of $252,271.50 and authorizing the City
Manager to enter into a contract with Columbus Asphalt Paving, Inc. for this project.
