HomeMy WebLinkAboutResolution 061-15RECORD OF RESOLUTIONS Dayton Legal Blank, Inc., Form No. 30045 Resolution No. 61 -15 Passed _ —20 A RESOLUTION ACCEPTING THE LOWEST AND BEST BID FOR THE BYERS BUILDINGS DEMOLITION, JOHN SHIELDS PARKWAY PHASE 2 AND INTERIM COTA PARK & RIDE PROJECT WHEREAS, formal advertising and competitive bidding procedures have been conducted, pursuant to Section 8.04 of the Revised Charter and Chapter 37 of the Dublin Code, for the Byers Buildings Demolition, John Shields Parkway Phase 2 and Interim COTA Park & Ride project; and WHEREAS, Council has determined that the bid submitted by Complete Clearing, Inc. constitutes the lowest and best bid; and WHEREAS, Council has determined that there may be a legitimate need to declare the relocation of the utilities in connection with the above - referenced project as a " "single source" procurement, for reason that the company owning the utilities in question has the exclusive rights to relocate such utilities. NO (,p , THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, of its elected members concurring, that: Section 1. The bid submitted by Complete Clearing, Inc.in the total amount of $484,000 is hereby accepted. Section 2. The City Manager is hereby authorized to enter into contracts with Complete Clearing, Inc. for performance and completion of the Byers Buildings Demolition, John Shields Parkway Phase 2 and Interim COTA Park & Ride project, pursuant to the Advertisement, Proposal and Contract Documents for said project on file in the office of the City Engineer. Section 3. This Resolution shall take effect upon passage in accordance with Section 4.04(a) of the Revised Charter. Passed this A*� day of 12015. Bishop, P.E., S.I., Program Management Consultant Summary Memo Re: Resolution No. 61 -15 - Byers Buildings Demolition, Site Preparation for .john Shields Parkway Phase 2 and Interim COTA Park & Ride Project — Bid Acceptance On August 12, 2015, one (1) bid was received, publicly opened and read for the Byers Buildings Demolition, Site Preparation for John Shields Parkway, Phase 2 and Interim COTA Park & Ride Project. The Engineer's estimate was $470,000. Staff has reviewed the bid and the bid information is listed below. The bid price was above the Engineer's estimate, likely due to the large volume of work currently being contracted by public entities. Considering the bid varied from the Engineer's estimate by just a few percentage points, staff believes the bid reflects the true cost to perform this work. A reduced set of construction drawings has been placed in the Council Planning Room for Council's reference and review. Project Scope and Purpose The City consolidated several improvements into one strategically planned and coordinated bid, which will advance multiple projects in an efficient and cost effective manner. This bid strategy will minimize the risk of impacts to the John Shields Parkway, Phase 2 roadway construction schedule due to any unforeseen conditions resulting from the building demolition of the former Byers buildings. This bid strategy will also minimize the risk of construction conflicts by having the demolition work and the site preparation on the Byers property performed by a single contractor under one contract. The improvements included in this bid package include: • Demolition of two (2) buildings located at 6801 and 6851 Village Parkway (formerly Byers Automotive); • Removal of foundations for the two (2) Byers Automotive buildings; Bid as Read Bidder Bid as Read Over ( +) or Under ( -) Corrected Bid Engineer's Estimate Complete Clearing $484,000 +3.1% The bid price was above the Engineer's estimate, likely due to the large volume of work currently being contracted by public entities. The former Byers Automotive site was acquired by the City in 2014 in anticipation of construction of John Shields Parkway through the property at a later date. The acquisition also provided opportunity for redevelopment of the excess land not required for the construction of John Shields Parkway. As part of the negotiations with the Central Ohio Transit Authority (COTA), the City agreed to provide an interim location on the former Byers Automotive site for COTA so that Bridge Park Avenue and Mooney Street, proposed public streets planned to impact the COTA Park & Ride location, could be constructed later this year. With the construction of John Shields Parkway Phase 2, Bridge Park Avenue and Mooney Street, establishment of the grid street network, a basic tenant of the Bridge Street District development, will be well underway. Staff anticipates construction to commence in early September 2015 with completion of the demolition, site preparation for John Shields Parkway Phase 2 and the Interim COTA Park & Ride anticipated in early November 2015. Funding The budgeted funds for the building demolition and site preparation work for the roadway were included in the 2015 Capital Improvements Program (CIP) within the John Shields Parkway Phase 2 (ET1409) project and are estimated to represent approximately 78% ($377,000) of the bid price. The total budget for the John Shields Parkway Phase 2 project is $3,175,000. The Interim COTA Park & Ride site preparation work was not contemplated in the 2015 CIP. The costs associated with this portion of the work are estimated to represent approximately 22% ($107,000) of the bid price. Recommendation Staff has thoroughly reviewed the Byers Buildings Demolition, Site Preparation for John Shields Parkway Phase 2 and Interim COTA Park & Ridge project bid. Complete Clearing submitted the lowest and best bid of $484,000. Although Complete Clearing has not served as a prime contractor on a City project, the City's previous experience with Complete Clearing as a subcontractor has been favorable. They have performed their work on time and reviews of their compliance documentation including prevailing wage information have been favorable. The City contacted references, Darby Creek Excavating and Trucco. Both references of Complete Clearing were consistent and indicated that they do great work, frequently completed work early, and have a core crew of long -time employees that know how to execute projects well. Staff recommends Council approval of Resolution 61 -15 accepting as lowest and best the bid of Complete Clearing in the amount of $484,000 and authorizing the City Manager to enter into a contract with Complete Clearing for this project.
