A RESOLUTION ACCEPTING THE LOWEST AND BEST BID
FOR THE DUBLIN ROAD SOUTH MULTI -USE PATH —
RINGS ROAD TO WATERFORD DRIVE PROJECT
WHEREAS, formal advertising and competitive bidding procedures have been
conducted, pursuant to Section 8.04 of the Revised Charter and Chapter 37 of the
Dublin Code, for the Dublin Road South Multi -Use Path — Rings Road to Waterford
Drive Project; and
WHEREAS, Council has determined that the bid submitted by Columbus Asphalt
Paving, Inc. constitutes the lowest and best bid; and
WHEREAS, Council has determined that there may be a legitimate need to declare
the relocation of the utilities in connection with the above - referenced project as a
°single source" procurement, for reason that the company owning the utilities in
question has the exclusive rights to relocate such utilities.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin,
of its elected members concurring, that:
Section 1. The bid submitted by Columbus Asphalt Paving, Inc. in the total
amount of $2,082,300.15 is hereby accepted.
Section 2. The City Manager is hereby authorized to enter into contracts with
Columbus Asphalt Paving, Inc. for performance and completion of the Dublin Road
South Multi -Use Path — Rings Road to Waterford Drive pursuant to the
Advertisement, Proposal and Contract Documents for said project on file in the office
of the City Engineer.
Section 3. This Resolution shall take effect upon passage in accordance with
Section 4.04(a) of the Revised Charter.

Dublin Road South Multi -Use (Shared -Use) Path — Rings Road to
Waterford Drive - Bid Acceptance
On July 28, 2015, three (3) bids were received, publicly opened and read for the Dublin Road South
Multi -Use Path — Rings Road to Waterford Drive project. This project involves the construction of
approximately 2,900 feet of 8 -foot wide asphalt multi -use (shared -use) path, concrete ramps, stone
walls, and two pre- fabricated pedestrian bridges. This project is the final phase of this path, with the
first phase being constructed in 2012 and the second phase in 2013, completing this pedestrian path
between Tuttle Road and Historic Dublin.
The Engineer's estimate is $1,850,000. The budgeted funds for construction of this project in the 2015
Capital Improvement Program (CIP) are $1,400,000 in ET 1203. Columbus Asphalt Paving, Inc.
submitted the lowest and best bid of $2,082,300.15. Staff has reviewed all bids and a summary of the
bids is listed below.
For Council's reference and review, a reduced set of project construction drawings has been placed in
the Council Planning Room.
The Engineer's Estimate was above the budgeted funds as Staff anticipated increased costs due to more
restrictive maintenance of traffic requirements, confined work area, and subsurface conditions. When
the budget was established for this project it was anticipated there would be a road closure and traffic
would be detoured. However, this maintenance of traffic scenario has since been replaced with Dublin
Road remaining open to through traffic during construction.
In reviewing the lowest bid, some bid items were found to be well above the Engineer's Estimate
resulting in the higher total bid. In particular, bid items for mobilization, excavation, stone walls (18 -inch
to 36 -inch in height), stone columns and the concrete for footings and abutments (for the two

pedestrian bridges) totaled $299,400 above the Engineer's Estimate. Considering there were three bids
submitted and they did not reflect a wide variation, Staff believes the increased Engineer's Estimate still
did not fully reflect the true cost to perform this work.
Staff anticipates the construction to commence in late August 2015. Dublin Road will remain open to
through traffic during construction, but will be reduced to one lane between 9:00 am and 3:30 pm. The
closure of the one lane will be handled by flaggers. An interim completion date is established for the
project as November 13, 2015 for substantial completion of the portion of the path from Rings Road to
Grandview Drive. Substantial completion includes: all storm sewer; concrete walk; ramps and steps;
asphalt path and drives; and the majority of the stone walls between Rings Road and Grandview Drive.
The final completion date for the remainder of the project is June 17, 2016.
Staff has been monitoring traffic volumes in an effort to determine the actual traffic impacts on this
roadway that may be associated with other construction projects in the area. The volume of traffic using
Dublin Road the past month or so has been similar to previous volumes. Staff has determined that
traffic on Dublin Road can be maintained at a reasonable level during construction of this path and
construction activities can be carried out in a safe manner for those working on the project as well as
those driving in and around the area.
The utility relocation work that has been ongoing for several months is anticipated to continue through
the end of September. However, the relocation work between Rings Road and Grandview Avenue
necessary for the path to be constructed will be complete by mid - August, prior to the start of path
construction work by Columbus Asphalt Paving, Inc. The gas main relocation work will continue north of
Grandview Avenue through the end of September, but will not impact the portion of the path being
constructed this fall.
Recommendation
Staff has thoroughly reviewed the bid from Columbus Asphalt Paving, Inc. Previous experience with
Columbus Asphalt Paving, Inc. has been favorable, including these recent projects: Muir field Village
Water Main Replacement Project - Phase 2 and Avery-Muir field Drive / Tullymore Drive / Valley Stream
Drive / Avery Road Intersection Improvements. Both of these projects were well coordinated and
executed, with the intersection improvement being completed ahead of schedule.
Staff recommends Council approval of Resolution No. 58 -15 accepting as lowest and best the bid of
Columbus Asphalt Paving, Inc. in the amount of $2,082,300.15 and authorizing the City Manager to
enter into a contract with Columbus Asphalt Paving, Inc. for this project.
