AN ORDINANCE TO ACCEPT THE LOWEST/BEST BID FOR THE
SOUTHWEST AREA TRAFFIC CALMING PLAN -PHASE 3 PROJECT
AND DECLARING AN EMERGENCY
WHEREAS, after advertising, receiving and opening four bids on August 2, 2002 for the
Southwest Area Traffic Calming Plan -Phase 3 project; and
WHEREAS, Council has determined that the lowest and best bid for said project is from,
Columbus Asphalt Paving, Incorporated in the amount of $746,214.85; and
WHEREAS, Council has determined that there may be a legitimate need to declare the
relocation of the utilities in connection with the above-referenced project as a "single
source" procurement, for reason that the company owning the utilities in question has the
exclusive rights to relocate such utilities; and
WHEREAS, it is in the best interest of the City to execute this contract as soon as possible
so that construction can be completed during favorable weather.
NO#W THEREFORE BE IT ORDAINED by the Council of the City of Dublin, Ohio,
of the elected members concurring:
Section 1. That the bid from Columbus Asphalt Paving, Incorporated in the amount of
$746,214.85 be, and hereby is, accepted.
Section 2. That the City Manager is hereby authorized and directed to execute a
contract with Columbus Asphalt Paving, Incorporated for completion of said project
pursuant to the bid specifications and documents on file in the office of the City Engineer.
Section 3. That this Ordinance be, and the same hereby is, declared to be an
emergency measure for the preservation of the public peace, health or welfare of the
residents of this City, and, therefore, this Ordinance shall take effect and be in force
immediately upon its passage.

Project Name: Southwest Area Traffic Calming Plan -Phase 3
Project No. 00-010-CIP
On August 2, 2002 four bids were received and publicly opened and read for the Southwest Area
Traffic Calming Plan -Phase 3 project. All bids have been tabulated and reviewed by Engineering
Division staff. The Engineer's estimate for this project is $890,000.00.
Upon the introduction of this Ordinance at the August 12, 2002 City Council meeting, Council
requested an exhibit be provided depicting the general scope of this project and inquired as to the
completion date. An exhibit is attached for Council reference. Although the appropriation of
necessary right-of-way and temporary construction easements from two adjacent property owners is
on going, the construction of this project is to commence this year and the date for all work to be
complete is November 22, 2002.
I recommend the award of this contract to Columbus Asphalt Paving, Incorporated, the lowest and
best bidder, whose bid was $746,214.85. Columbus Asphalt Paving successfully completed the
Southwest Area Traffic Calming Plan -Phase 2 project last year as administered by the
Engineering Division. They performed well and all work was completed on schedule, and as a
result, there are no concerns with them performing this project.
Attached is an emergency ordinance for approval by City Council prior to awarding the contract to
Columbus Asphalt Paving, Incorporated. Emergency action is requested to allow the work to
commence immediately and be performed during the remaining favorable weather in this
construction season, so that all work may be completed by the project completion date.
