AN ORDINANCE AMENDING THE 1997 COMMUNITY PLAN
(CASE N0.02-065ADM -REVISION OF MAP 8 -FUTURE LAND USE)
WHEREAS, the Dublin City Council has requested that the Future Land Use Map
within the 1997 Community Plan be amended to change the recommended land use
classification on the north and south sides of Brand Road and directly west of the
Wellington Place subdivision from "Residential -High Density, 2-5 dwelling units
per acre" to "Residential -Medium Density, 1-2 dwelling units per acre.";
WHEREAS, a series of large annexations and new development in and around the
City in the past two years has resulted in several revisions to the Future Land Use
Map including corporate boundaries, future land uses, and roadway networks;
WHEREAS, the City of Dublin seeks to preserve the public health, safety, and
welfare by managing the City's growth environment and ensuring that additional
growth does not adversely affect the community;
WHEREAS, the City of Dublin strives to maintain the unique high quality of life,
community character and fiscal well being offered to those who live or work in the
community;
WHEREAS, it is necessary from time to time to update maps within the Community
Plan to reflect the changes, growth, and community vision of the City.
NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Dublin,
State of Ohio, ~ of the elected members concurring:
Section 1. The Future Land Use Map, Map 8), prepared by the Dublin Planning
Division, and last revised on August 12, 2002, of the 1997 Community Plan is hereby
adopted to supersede the 1997 Future Land Use Map, and the recommendations of
the Planning and Zoning Commission, Exhibit "C", are all incorporated into and
made an official part of this Ordinance.
Section 2. That this Ordinance shall take effect and be in force from and after the
earliest period allowed by law.

Zimmern~an, John lviessineo, and Rink Gerber. Dick Ritchie and Ted Saneholtz were absent.
Cathy Boring arrived at 7:05 p.zn_ Staff members present included: )3obbie Clarke, Gary
Gunderman, Carson Cozrzbs, Anne Wanner, Corey Theuerkauf, Mitch Banchefsky, Paul
Hammersmith, Barb Cox, and Libby Farley.

Mr. Gerber made the motion tv accept the' documents into the record. Mr. Zizxiaxzerxxa,an seconded
the motiol~, and the vote Was unanimous in favor. (Approved 4-0.)
After discussinb consent agenda items, Mr. Sprague announced the order of cases as:. Cases 1, S,
3, 4, and 2. [The minutes reflect the published agenda order.] Mr. Sprague explained the
meeting procedures and that no new cases Would be introduced after 11:00 p.m.
Land Use Map
Bobbie Clarke presented a proposed revision to the Community Plan Land Use Map. City
Council directed that the land use on Brand Road should be downgraded from high density
residential use, to medium density at one to two units per acre. Also, the Glacier Ridge Metro
Park area was updated to reflect the latest adopted park master plan. The Ballentrae area was
updated, and Dublin's boundaries were adjusted to reflect new annexations- She asked if the
Commission had any other areas for correction or more study. She promised to have a proposal.
back to City Council in July. She said Anne '~Ja~ner did all of the mappirxg work. She asked for
a recommendation motion-

Mr. Gerber said the revised map was acceptable and in line with what the Commission had
discussed at its last meeting. Mr. Zimmerman agreed. Mr. Gerber made a motion to approve
this revised Future band IJse Map. Mr. Zirxixnerrnan seconded, arrd the vote was as follows: Ivtr.
Gerber, yes; Mr. Zimmerman, yes; Mr. Sprague, yes; arzd Mr. Messineo, yes. (Approved 4-0).
Mr. Sprague thac~ked Ms_ Wanner for her work. He said it was a large, oRen thankless task.

Chris Gawronski, of MORPC, said trarRSportation ar~d developrzrent are closely linked and are
two issues that represent a struggle in this region. He said the two issues often have separate and
uncoordinated decision-making processes_ He said an ideal transportation system would provide
a maximum level of
usefulness for all members, at a minimum cost_ It needs to consider the
broad community over a long term, including a growing population of people with access and
mobility problcros_ Mr. Gawronski said a strong traztsportation system can be achieved with
proper development planning. ~Ie said transportation diversity is the key_
fIe said, for exannple, many Italian Village residents bought in that zzeighborhood because it has
transit access and sidewalks. Many people do not have and do not want atwo-cax gazage. He
said Warren Stzeet, developed by Sullivazr and Bruck, pzovided one parking space per bedroom,
but it is amore than needed because many residents use the available transportation system_ FTe
said Lezuiox. ~uvozked with COTA. to tap the OSU' market across the river successfully.
Mr. Gawronski said transportation linked development comes in a variety of forms, and
transportation centers bring several types of transportation together. He said a bicycle center
may be intezesting to Dublin due to its bilcepath systezrx. He said that COTA has a TOD in
Easton and Linden. He said COTA has a multi-modal terminal at 1 l~' and Cleveland Avenue,
including a day care ar~d health center. He said the long term benefits of linking development
and transportation systems are numerous, and he presented information packets. There is a
model TOD overlay ordinance and transportation checklist when considering a deveIopzx~ent.
Mr. Gawronski offered to work with staff on future projects. Mr. Messineo asked about any
joint projects between MOItPC and Dublin_ Mr. Cawronski said Dublin was involved in the
Franklin/,Delaware traffic and growth management project.
Mr. Gawronski said MOIZPC is quasi-governmental metropolitan planning organization for this
region. It oversees the distribution of federal transportation money, does a 20-year transportation
plan, and monitors air quality for the region. 'Irransportation funding is linked to air quality_ 1-le
said Dublin and other municipalities submit transportation projects for funding, including
bikepaths and roadway beautification, annually He said also, transportation enhancement money
is available for projects other than those projects. It is not uncommon for IvIORPC to have more
dollars than enhancement projects proposed.
Ms. CIarke noted Dublin pays dues to M012PC and provides updates on its development. She
said there may be an opportunity for Dublin 1'or enhancement dollars. Mr. Sprague thanked Mr.

Attached is a comprehensive list of changes made to the 1997 Community Plan Future
Land Use map (Map 8). City Council initially requested a map revision of the future land
use shown along Brand Road. Additional map changes were included to clean up the
map. They are very minor and mostly technical to clean up the 1997 map.
1. Brand Road area near Coffman Road -Revised to show a change in land use
classification of property located on both sides of Brand Road from: "Residential
- High Density, 2-5 dwelling units per acre" to "Residential -Medium Density, 1-
2dwelling units per acre."
2. Ballantrae Golf Course Development -Revised to show development activity and
existing/proposed roadway layout. Portions of this area have changed land use
classification from "Residential -Medium Density, 1-2 dwelling units per acre" to
"Existing Public/ Private Park" to reflect the golf course. The previous public
"blue egg" (future park) area located on the clubhouse site has been shifted
toward Avery Road to reflect recent park acquisition.
3. Galli Tract - A change in Land use from "Existing Residential" to "Residential -
Medium Density, 1-2 dwelling units per acre." This corrects an error in the 1997
map.
4. ~ Glacier Ridge Metro Park -Inclusion of master plan fin the Metro Parks Board
for acquired/proposed land for this park in the northwest area of Dublin. Other
land west of Hyland-Croy Road has been designated with the "Residential-Low
Density (0.5 - 1 du/ac)" land use classification.
5. Corporate Boundaries - Amendments have been made to the Dublin City
Boundary based on annexation activity since the map was created in 1997.
Boundary changes have also been made to reflect the Hilliard and Powell

Dublin Service Center, 6555 Shier Rings -Revised to show a change in land use from
"Residential - Medium Density, 1-2 dwelling units per acre" to "Existing
Public/Institutional Buildings."
Avery Square -Revised to show a change in land use from "Office" to "Existing Non-
Residential" reflecting the commercial development.
Northwest Presbyterian Church, 6488 Post Road -Revised to show a change in land use
classification from "Existing Residential" to "Existing Public/ Institutional."
King Thompson Building, 7240 Muirfield Drive -Revised to show a change in land use
classification from "Office" to "Existing Non-Residential."
Shelter improvements at southeast corner of Shier-Rings and Emerald Parkway, address
needed -Revised to show a change in land use classification from "Existing
Public/Institutional" to "Existing Public/Private Park."
