FORM NO. ..1U14~ Held June 14,2002 19 Mayor McCash called the Special Meeting of Dublin City Council of June 14,2002 to order at 6:10 p.m. Roll Call "..-- Council members present were: Mr. Lecklider, Ms. Salay, Mr. Kranstuber, Mrs. Boring, Mr. Reiner, and Mayor McCash. Ms. Chinnici-Zuercher was out of the country and therefore excused. Mayor McCash noted that this Special Meeting was called in follow-up to the June 7 and June 8 interviews with the six candidates for City Manager. Since that time, Council has had the opportunity to discuss the strengths and/or weaknesses of the various candidates. Formal action was not taken on June 8 to narrow the list to three, as Council had hoped to have input from Ms. Chinnici-Zuercher by sending a videotape to her. Ms. Chinnici- Zuercher is traveling in the Ukraine at the present time. He learned today that it is not possible to send a videotape to her within the necessary timeframe. In talking with consultant Greg Kuhn, he has expressed concern with further delays in narrowing the list and the resulting risk of losing candidates due to pressures from their current employers and/or the local press in their communities. From discussions with Ms. Chinnici-Zuercher prior to her trip, he understood that she was aware that some decisions would have to be made prior to her return. He has made several attempts to communicate with her overseas via e-mail, but there is an extensive time delay in response. Council had discussed taking formal action to narrow the list to three candidates at the June 17 meeting; however, the consultant has advised that waiting until June 17 would be problematic for some of the candidates. In fact, one of the six finalists withdrew from the process yesterday. Therefore, with five prospective candidates remaining, he sent a memo to Council regarding the need for a special meeting to narrow the preferred candidate list. Council will therefore adjourn to executive session for brief discussion, with the goal of narrowing the list to three or four ,""""'" candidates. The candidates can then be informed of their status. Mrs. Boring asked if Mayor McCash would like to read into the record any communication from Ms. Chinnici-Zuercher regarding her input. Mayor McCash read into the record an e-mail sent to the Clerk of Council from Ms. Chinnici-Zuercher which acknowledges that she will accept Council's decisions in the initial phase of this process, as she is not available to be present. She will be home the evening of June 20. He noted that he e-mailed her in follow..up to the interviews, and she seemed to be very supportive of all six of the candidates and understood Council's need to move forward in the process prior to her return. He moved to adjourn to executive session at 6:15 p.m. for discussion of personnel matters related to the City Manager search. Ms. Salay seconded the motion. Vote on the motion: Mr. Reiner, yes; Mrs. Boring, yes; Mr. Kranstuber, yes; Ms. Salay, yes; Mr. Lecklider, yes; Mayor McCash, yes. Mayor McCash reconvened the meeting at 6:30 p.m. He moved to formally invite the following candidates to a second interview for the City Manager position: Jane Brautigam, Bill Balling and Bill Lindsay. Ms. Salay seconded the motion. Vote on the motion: Mr. Kranstuber, yes; Mrs. Boring, yes; Mayor McCash, yes; Mr. Lecklider, yes; Mr. Reiner, yes; Ms. Salay, yes. Mayor McCash directed the Clerk to send the letters informing the selected candidates, and to notify the press that interviews will be scheduled on the evening of Monday, July 1. The - tentative schedule for Monday, July 1 will include a staff roundtable in the afternoon; a late afternoon public reception; and interviews in the evening. Mr. Kranstuber inquired about the format for the reception, noting that some citizens have asked if there will be an opportunity for questions and answers. Mr. Harding stated that his understanding is that this is simply a "meet and greet" reception for the candidates. Mayor McCash suggested that the candidates be invited to briefly introduce themselves because, depending upon the number attending, it may be difficult for the candidates to meet everyone individually. Interviews would follow from 6:30 until about 10 p.m. Council can then decide that evening on their preferred candidate, or in the day or two following. He will discuss that timing with Dr. Kuhn. In response to Ms. Salay, Mayor McCash indicated that he will notify Dr. Kuhn by telephone tonight of the candidates selected for second interviews and will send the letters out tomorrow morning.
