AN ORDINANCE TO ACCEPT THE LOWEST/BEST BID
FOR THE STORMWATER IMPROVEMENTS 2001 PROJECT
AND DECLARING AN EMERGENCY
WHEREAS, after advertising, receiving and opening bids on July 10, 2002 bids were
received for Stormwater Improvements 2001 project; and
WHEREAS, Council has determined that the lowest and best bid for said project is
from, Complete General Construction Company in the amount of $877,357.75; and
WHEREAS, Council has determined that there may be a legitimate need to declare
the relocation of the utilities in connection with the above-referenced project as a
"single source" procurement, for reason that the company owning the utilities in
question has the exclusive rights to relocate such utilities; and
WHEREAS, it is in the best interest of the City to execute this contract as soon as
possible so that work maybe completed during favorable weather.
NOW THEREFORE BE IT ORDAINED by the Council of the City of Dublin,
Ohio, -L~ of the elected members concurring:
Section 1. That the bid from Complete General Construction Company in the
amount of $877,357.75 be, and hereby is, accepted.
Section 2. That the City Manager is hereby authorized and directed to execute a
contract with Complete General Construction Company for completion of said project
pursuant to the bid specifications and documents on file in the office of the City
Engineer.
Section 3. That this Ordinance be, and the same hereby is, declared to be an
emergency measure for the preservation of the public peace, health or welfare of the
residents of this City, and, therefore, this Ordinance shall take effect and be in force
immediately upon its passage.

Stormwater Improvements 2001

As Council may recall, the Stormwater Improvements 2001 Project originally consisted of
ditch enclosure and storm sewer installation along Martin Road, stream channel restoration
upstream of Shawan Falls Drive and replacement of the Aryshire Drive culvert. Bids for this
original project were first solicited in March of this year. Those bids were over the budgeted
amount, and as a result, Engineering staff evaluated several options for better aligning the
scope of the project with the funds available.
Staff determined the Martin Road and Shawan Falls portions of the project were most critical in
order to bring the existing Stormwater management systems in these areas up to date, minimize
the risk associated with road flooding, and prevent erosion from exposing existing gas utilities
or possibly undercutting pavement. Although it is important the Aryshire Drive culvert
replacement be performed in the near future, it presented no unacceptable risk to delay this
project to next year. Additionally, it will provide an opportunity to align the budgeted funds
required in 2003 with the updated estimated construction cost for the project.
On July 10, 2002 three bids were received, publicly opened and read for the amended
Stormwater Improvements 2001 Project. All bids have been reviewed and it is recommended
that we award this contract to Complete General Construction Company of Columbus, Ohio,
the lowest and best bidder. Complete General Construction Company's bid was $877,375.75.
While the engineer's estimate was $961,000.00, more importantly the remaining $909,000 in
2002 Stormwater improvement funds available, will be sufficient to perform this project.
Therefore, I recommend approval of this contract to Complete General Construction Company.
Attached is an emergency Ordinance for approval by City Council prior to awarding this
contract.
