AN ORDINANCE ACCEPTING THE LOWEST AND
BEST BID FOR PORTABLE RADIOS & RELATED
EQUIPMENT, AUTHORIZING THE CITY MANAGER
TO ENTER INTO A CONTRACT FOR
PROCUREMENT OF SAID EQUIPMENT, AND
DECLARING AN EMERGENCY.
WHEREAS, after conducting formal advertising and competitive bidding procedures for
portable radios and related equipment; and,
WHEREAS, Council has determined that bid submitted by Motorola Communications
Equipment, Inc. for said equipment constitutes the lowest and best bid, in the total amount
of $23,868.00 ($2,652.00 per unit);
NOW, THEREFORE BE IT ORDAINED by the Council of the City of Dublin, State of
Ohio, ~ of the elected members concurring:
Section 1. That the bid submitted by Motorola Communications Equipment, Inc., in the
amount of $23,868.00 ($2,652.00 per unit), for the above mentioned equipment, is hereby
accepted.
i n 2 That the City Manager is hereby authorized to enter into a contract with Motorola
Communications Equipment, Inc. for the procurement of said equipment, as specified above
and within said bidders' bid proposals on file in the Division of Human
Resources/Procurement.
i n 3 That this Ordinance is hereby declared to be an emergency measure necessary for
the preservation of the public health, safety, or welfare in that an immediate need exists within
the Division of Police for radio communication equipment for existing law enforcement
personnel. Therefore, this Ordinance shall take effect and be in force immediately upon
passage.

Attached for your consideration please find Ordinance No. 140-97 accepting the lowest and best bid for
portable radios 8t related equipment. Also attached for your reference is a copy of the bid tabulation.
This bid project involves the purchase of Motorola brand portable radios & related equipment for new law
enforcement personnel within the Division of Police. Bids were sought by formal advertisement and by direct
solicitation to known suppliers of the specified Motorola equipment. Motorola brand equipment was specified
for reasons of compatibility with the City's existing Motorola communication system. Compatibility is
essential in that the City will need to move to 800 MHz "franking" sometime in the near future, and such
movement dictates that all radios in the communication system be of like brand. Since the City has made an
extensive investment in its Motorola communication system over the past eight (8) yeazs, continuing to
purchase Motorola radios is the only logical alternative.
Although Motorola equipment is the only equipment compatible with the existing system, there aze several
suppliers or authorized dealers of Motorola equipment in the Central Ohio azea, hence Staff, as in past yeazs,
has still pursued fornial competitive bidding as a method to test what appeazs to be the "sole source" nature of
the purchase. As reflected on the attached bid tabulation, the Ciry received one bid submitted by the Motorola
.~. Corporation This is not surprising in that each time the City has pursued formal competitive bidding for radio
communications equipment, since its original purchase in 1989, the Motorola Corporation has been the only
bidder. Under the circumstances, Staff feels comfortable with receiving only a single bid.
In the final analysis, Staffbelieves the bid submitted by the Motorola Corporation, for $23,868.00 ($2,652.00
per unit), is the lowest and best bid. Staff, therefore, recommends that said bid be accepted. The term of the
contract, pursuant to the bid documents, would be from the date of execution, until September 30, 1998 with
an option to renew for two (2) additional one yeaz periods upon mutual agreement of both parties.
Staffrespectfizlly requests that Council consider passage of the attached Ordinance as emergency legislation.
Staff apologizes for any inconvenience such a request may cause on the first reading, however, an immediate
need does exist within the Division of Police to obtain portable radios. To provide the most responsive public
safety services possible, and to maintain the public health, safety, and/or welfaze, the Division of Police needs
the additional radio communications equipment as soon as possible.
