An Ordinance Amending The Annual Appropriations Ordinance For The
Fiscal Year Ending December 31,1997
WHEREAS, Section 5705.40 of the Ohio Revised Code allows for supplemental
appropriations to be made to an appropriations measure provided sufficient resources
are available; and
WHEREAS, the Ohio Revised Code requires, when necessary, amendments to the
annual appropriations measure to be made in order that appropriations are not over
expended; and
WHEREAS, it is necessary to amend the annual appropriations measure to provide
a funding for certain capital projects, improvements and equipment.
NOW, THEREFORE, BE IT ORDAINED, by the Council of the City of Dublin,
State of Ohio, ~_ of the elected members concurring that:
Section 1. That there be appropriated in the Capital Improvements Tax Fund the
amount of $400,000. Of the total, $195,000 is to be appropriated to account 40-03-
14-2511 for design costs related to the future construction of the Dublin Road
bikeway; $20,000 to account 40-03-14-2530 for the installation exterior electrical
outlets at the Community Recreation Center; and $185,000 to account 40-03-14-2571
for computer equipment.
Section 2. That there be advanced from the General Fund the amount of $75,000 to
the Pizzuti TIF Fund for the purpose of initiating the design for the improvements at
the intersection of Frantz Road and Metro Place South. This advance is to be
reimbursed to the General Fund from future service payments in lieu of taxes that
will be received from the Franklin County Auditor.
Section 3. That there be appropriated from the unappropriated balance in the Pizzuti
TIF Fund the amount of $75,000 to account 47-03-14-2349 for the purpose of
designing the improvements at the intersection of Frantz Road and Metro Place
South.
Section 4. That there be advanced from the General Fund the amount of $30,000 to
the Rings Road TIF Fund for the purpose of constructing a median curb cut on Blazer
Parkway between the water towers and the BMW building.
Section 5. That there be appropriated from the unappropriated balance in the Rings
Road TIF Fund the amount of $30,000 to account 57-03-14-2550 for the purpose of
constructing a median cut on Blazer Parkway between the water tower and the BMW
building.
Section 6. That this Ordinance shall take effect and be in force in accordance with
Section 4.04 (a) of the Dublin City Charter.

This Ordinance requests additional funding for capital related projects/equipment.
The appropriation requests in Section 1 for the Dublin Road bikeway and the computer equipment
were included in the 1998-2002 CIP. The Dublin Road bikeway was originally programmed for
design in 1998. It is being requested to initiate the design work early in order to have estimates on
the construction costs of the tunnels at Dublin Road and Memorial Drive and Dublin Road and
"~' Brandonway in the spring of 1998. These costs can then be considered for funding as part of the
annual bikeway allocation in 1998 which is completed in conjunction with the annual street
maintenance program. The City Engineer has confirmed that the $195,000 appropriation should
be sufficient to design the bikeway and the tunnels. The 1998-2002 CIP reflected the additional
funding that would be needed in 1997 for computer equipment was $150,000. This estimate had
been revised based on quotes received for the equipment. The funding will provide for the
equipment needed to connect the City buildings after Time Warner has installed the fiber. See the
attached information prepared by Peter Huzenitz, Director of Information Technology.
Section 1 also requests funding for exterior electrical outlets at the Community Recreation Center,
including the pond area. This will allow for improved holiday lighting and better access to
electrical sources for other events.
Section 2 through 5 provides funding for public infrastructure improvements identified as part of
the Pizzuti TIF and the Rings Road TIF (Duke).

City Wide Networking
Pur ose
The City of Dublin is looking for ways to realize productivity improvements,
reduce operating costs, improve communication both internally and to the community,
improve the quality, accuracy, and timeliness of information, and to provide easier and
more immediate access to information. One of the obstacles towards achieving these
goals is that data communication is not being accomplished between the various City of
Dublin operations. Each City department /division operates within their own building
without viable information access or data communication to other operations.
""`~" A city wide network can provide the avenue to connect the various City buildings
in order to facilitate the free flow of information to wherever it's needed, whenever it's
needed.
Networking could provide some of the following applications generating a
tremendous impact on City operations and services:
• E-mail communication
• Internet access
• Interactive budgetary and financial information
• Interactive purchase requisition
• Enable an enterprise Geographic Information System (GIS)
• Group scheduling
• Hardware and software resource sharing
• Information sharing across all levels of the organization
• Enable improved public and business information access
• Etc.
Time Warner has indicated that the fiber optic cabling to all of our buildings will
°~ be completed by November of 1997. We will now need to utilize this fiber by connecting
to the proper networking equipment within each building.
Technology
During this process of city wide connectivity, a networking technology change
needs to occur that will have a major impact on the network operation and long term
investment.
Some of the existing network topology is proprietary, is not the current industry
standard, and allows for relatively slow data transmission. As a means of comparison,
this present token-ring networking operates at a speed of 16 megabytes per second
(mbps) while an ethernet solution can execute at speeds of 100 mbps -more than b times
the speed.

Ethernet networking will also enable:
• Lower cost expansion of the network both on connectivity equipment and
personal computer adapters
• Less expensive to build a large high performance network
• Most devices include ethernet interfaces. We presently pay additional costs to
remove the ethernet interface and replace it with token-ring.
• Ethernet presents a network that is easier to manage
• Switched ethernet performs better than any other technology
• Ethernet is the industry standazd for networking
• Properly positions the City for network growth and future utilization
The networking equipment that I am proposing has been chosen for strategic and
long-term implications. Transmission volume, future growth, and industry standazds
have been addressed.
Costs /Recommendation
We have obtained three quotes for ow examination. Each vendor offers a viable
solution. I am recommending the least expensive solution as I feel it is comparable and
answers to all of ow needs and requirements. The recommended vendor is one of the
leaders in this industry and will also enable a refund on some existing equipment. The
three quotes were:
• Cisco $268,497
• IBM $387,343
• Bay Networks $154,928
+~~ This project will also require fiber termination to be accomplished at each
building. Time Warner will not perform this task. Cabling of City Hall needs to be
~.,-:.. completed in order to replace the slow and propriety cabling system. Lastly, appropriate
network adapters aze required for each personal computer.
We have also attempted to present a scenazio that will be the least disruptive to
present operations. Implementation of the networking will be phased in, by division,
keeping the network operational for all others.

Summary
Dublin needs to react to business and community demands in the most efficient
and effective way possible. Technology must be used as a tool to enhance our operations
and enable staffto respond to the fast paced and dynamic environment.
A city wide network is one of the first steps towards enabling technology for the
City of Dublin.
