AN ORDINANCE TO ACCEPT THE LOWEST/
BEST BID FOR THE DUBLIN FRANTZ ROAD/
METRO PLACE SOUTH INTERSECTION
IMPROVEMENTS PROJECT
FOR THE CITY OF DUBLIN, OHIO,
APPROPRIATING FUNDS AND
DECLARING AN EMERGENCY
WHEREAS, the City of Dublin has established a tax increment financing district for a project
known as the Pizzuti Metro Center Project which provides for the construction of certain
public improvements by the City of Dublin; and
WHEREAS, after advertising, receiving and opening bids on Apri128, 1998 for the Frantz
Road/Metro Place South Intersection Improvements project; and
WHEREAS, Council has determined that the lowest and best bid for said project is from
Strawser Paving Company of Columbus, Ohio in the amount of $377,599.45; and
WHEREAS, it is in the best interest of the City to execute this contract as soon as possible
so that construction can take place during favorable weather conditions.
WHEREAS, it is necessary to amend the annual appropriations ordinance to provide sufficient
funding for the project.
NOW THEIt~~ORE BE IT ORDAINID by the Council of the City of Dublin, State of Ohio,
Of the elected members concurring:
Section 1. That the bid from Strawser Paving Company, in the amount of
$377,599.45 be, and hereby is, accepted.
i n 2 That the City Manager is hereby authorized and directed to execute a contract with
Strawser Paving Company for completion of said project pursuant to the bid specifications
and documents on file in the office of the City Engineer.
i n '~. That there be advanced from the General Fund the amount of $396,500 to the Pizzuti
TIF Fund for the purpose of entering into a construction contract for the Frantz Road/Metro
Place South intersection improvement. This advance will be reimbursed from future service
payments in lieu of taxes that will be received from the Franklin County Auditor.
Section 4. That there be appropriated from the unappropriated balance in the Pizzuti TIF
Fund the amount of $396,500 to account 47-03-14-2550 for the Frantz Road/Metro Place South
Intersection Improvement Project.

Section 55• That this Ordinance be, and the same hereby is, declared to be an emergency
measure for the preservation of the public peace, health or welfare of the residents of this
City, and therefore this Ordinance shall take effect and be in force immediately upon its
passage.

Frantz Road/Metro Place South Intersection Improvements
Date: Apri129, 1998
'"' On April 28, 1998 bids were received and publicly opened and read for the Frantz
Road/Metro Place South Intersection Improvements project. Two bids were received as
~, shown on the attached bid form. All bids submitted have been reviewed, and it is
recommended that we award this contract to the lowest, responsible bidder, Strawser
Paving Company of Columbus, Ohio.
This work is in connection with the Pizzuti Development at Metro Place South and will be
funded with Tax Increment Financing.
Attached is an emergency Ordinance for approval by City Council prior to awarding this
contract to Strawser Paving Company. I recommend approval of this contract to Strawser
Paving Company.
