REQUEST: Review and approval of a rezoning application from OLR, Office, Laboratory and Research District to SO, Suburban Office and Institutional District. The site is 5.784 acres located on the northeast corner of Rings Road and Paul G. Blazer Memorial Parkway. STAFF CONTACT: John Talentino, Planner. BACKGROUND: The site is zoned OLR, Office, Laboratory and Research District. On February 26, 1998, the Board of Zoning Appeals approved a variance for a new office building, reducing the required side yard from 173.83 feet to 47 feet along the north property line. As a result, the applicant was required to file a rezoning application requesting the SO, Suburban Office and Institutional District within 60 days (See Board Order 98-023V). The SO District has less restrictive yard requirements due to its more limited range of uses. The Planning and Zoning Commission is to make its recommendation and then forward this rezoning application to City Council. It will be scheduled for a public hearing and vote (both at the second reading) by City Council. Atwo-thirds vote of Council will be required to override a negative recommendation from the Commission, and otherwise the outcome will be determined by a simple majority vote of Council. If approved, the rezoning will take effect in 30 days. The SO District requires no further public review prior to construction, renovation, expansion, etc. CONSIDERATIONS: • The site is 5.784 acres located on the northeast corner of Rings Road and Blazer Parkway, and is zoned OLR, Office, Laboratory and Research District. To the north is the Lucent ' Technologies campus zoned OLR. To the east and west are vacant properties zoned OLR. To the south across Rings Road are single-family estate lots zoned R-lA, Restricted Suburban Residential District (Washington Township classification). Farther south is a City water tower which houses a new Washington Township Fire Department station. To the southwest is the Atrium II office building. • The site is a large corner lot which is generally flat, undeveloped, and without any mature vegetation. It has been farmed for many years. The site was once part of the Lucent Technologies (AT&T) site to the north. The Lucent site has been sold, and this is the first piece of expected new development activity on the site. • The OLR District is an industrial classification. It was originally designed and adopted for research and development activities, laboratory testing, and personnel training. Office is also a permitted use. However, required side and rear yards are based on "industrial" assumptions, and required yards are not reduced for office uses. .~• Dublin Planning and Zoning Commission Staff Report -May 7, 1998 Page 6 • Permitted uses in the SO District include generally all administrative, business and professional offices, institutions, organizations and associations. • The SO District development standards permit 50 percent maximum building coverage and maximum gross floor area of 80 percent of total lot area. Side and rear yards would only be required adjacent to residential or planned zoning districts. All other Code ,,,~, requirements must be met including landscaping, parking, etc. The Dublin Lighting Guidelines should also be met. ,,,~. Signage must conforms to Code requirements. It is typically a sensitive issue with most commercial developments. Signs in the area have aloes-level, ground-mounted design. Staff would encourage the applicant to provide signage in keeping with, and similar to, surrounding office uses. • ..Within the Community Plan, the Future Land Use Plan .designates the site for non- residential uses. In the immediate vicinity aze employee training facilities, research and development, and office uses. The proposed rezoning is consistent with existing and expected future land uses in the vicinity. • The Tfioroughfare Plan indicates that the needed right-of--way for Rings Road is 100 feet. Rings Road is to be widened as a Dublin capital improvement, and construction is to begin this summer. The widened Rings Road will be a four-lane road with a landscaped median. The City will be constructing sidewalk (north side), street lights, bike path (south side), street trees and landscaping from Frantz Road to I-270. To accommodate the proposed design for the Rings Road widening, a total of 82 feet from centerline is needed in front of this building. The applicant has agreed to dedicated the needed right-of--way. The resulting right-of--way yields a front building setback of about 38 feet. This is not an ideal situation, but the City appreciates the cooperation of the applicant. • The site has approximately 485 feet of frontage on Rings Road and 370 feet of frontage on Blazer Parkway. An eight-foot asphalt bike path exists along the site's Blazer Parkway '~" frontage. • One new access point to the site is proposed. It is a 24-foot-wide right-in/right-out access on Rings Road, to be shared with the adjacent property to the east. The second access point is from an existing 24-foot wide private drive (350 feet south of Blazer Pazkway) used for the Lucent site. • This is not a planned district, and all pazking Code standards will need to be met. Required pazking is 247 spaces, based on one space per 250 square feet of gross floor area, and one off-street loading space. Code requires a minimum drive aisle of 22 feet and a minimum length of 19 feet for 90 degree parking spaces. Pazking setbacks are 50 feet from Rings Road, 15.5 feet from the east property line and 29 feet from the existing private drive, consistent with the Code. Pazking lot pavement should meet the City's requirements for strength and durability. • The proposed one-story office building has a footprint of 61,600 square feet (25 percent of lot azea), and setbacks of 50 feet from Rings Road and 65 feet from Blazer Parkway, consistent with Code. The proposed building is 91 feet from the east property line and 47 feet from the existing private drive. For the SO District, no side or rear yard requirements apply to this site because the adjacent property is neither residential nor a planned district. The proposed rezoning to an SO District eliminates those uses allowed in an OLR District that.-would be more suited to an industrial classification. Staff recommends The building exterior is mostly brick with an EIFS band and aluminum cornice. It should be noted that the SO District has n4 architectural standards and requires no review by the Commission. Public sanitary sewer service will be from an existing 21-inch trunk sewer along the north side of Rings Road. Public water service will be from an existing 20-inch water line along the north side of Rings Road. Stormwater management will comply with the City's master drainage plan. The site is currently zoned OLR, Office, Laboratory, and Research, and was part of the original AT&T training facility. The BZA approved a sideyard `"`"" reduction in March for this site, and that approval requires this applicant to file this rezoning (down-zoning) application. The OLR District permits industrial uses which require larger side `"v"`~ yards. The SO, Suburban Office District only permits office use and has not sideyard requirement. Staff wants to assure that a site with small side yard cannot be used industrially. Ms. Clarke showed slides of the plan and area. She said this is ~t a planned district and is not tied to the site plan or the architecture shown. She said Rings Road will be widened this year, and the applicant is dedicating adequate right-of--way for it. Rings Road will be rebuilt as four lanes with a landscaped median. This site will have shared curbcuts with other uses in the area.
