Ordinance No._ 112-97 ---------- Passed---- - -- ------ -- --------- -- --- --19 An Ordinance Amending The Annual Appropriations Ordinance For The Fiscal Year Ending December 31, 1997 WHEREAS, Section 5705.40 of the Ohio Revised Code allows for supplemental appropriations to be made to an appropriations measure provided sufficient resources are available; and WHEREAS, the Ohio Revised Code requires, when necessary amendments to the annual appropriations to be made in order that appropriations are not over expended. NOW, THEREFO , BE IT ORDAINED, by the Council of the City of Dublin, State of Ohio, E of the elected members concurring that: Section 1. That there be appropriated from the unappropriated balance in the General Fund the amount of $5,000 to account 01-03-12-2380 for printing and reproduction expenses in the Division of Engineering. Section 2. That there be appropriated from the unappropriated balance in the General Fund the amount of $25,000 to account 01-01-13-2812 for the purpose of funding a community event to celebrate and recognize the City's 10 year birthday. Section 3. That there be appropriated from the unappropriated balance in the Capital Improvements Tax fund the amount of $18,290 to account 40-03-14-2562 for professional services provided by Camp, Dresser & McKee related to stormwater issues in the northeast quadrant. Section 4. That there be appropriated from the unappropriated balance in the HoteUMotel Tax fund the amount of $75,250 to account 17-02-11-2821 for the purpose of funding'an Art in Public Places Special Project. Section 5. That there be appropriated from the unappropriated balance in the Capital Improvements Tax Fund the amount of $16,000 to account 40-03-14-2571 for the general repair and cleaning of 3571, 3581, 3593, and 3601 Jenmar Court. Section 6. That this Ordinance shall take effect and be in force in accordance with Section 4.04(a) of the Dublin City Charter. Passed this ~ f~ day of > , 1997. Grigsby, Director of Finance Ordinance No. 112-97 requests additional funding for the following: • Section 1 -Due to the significant volume of capital improvement projects initiated by the City, funding originally requested for printing and reproduction will not be sufficient. These ""'"° funds are used by the Division of Engineering to print/reproduce bid documents and contracts. • Section 2 -This request provides funding for the "10 Year Birthday Party" referenced in the attached memo and the discussion at the July 30, 1997 CIP workshop. The memo is attached for reference. • Section 3 -Per the City Engineer's July 3, 1997 memo with regard to the Stormwater Master Plan update, additional funding authorization is needed for professional services performed to investigate stormwater complaints in the northeast quadrant. The memo is attached for reference. • Section 4 -This request provides funding for an Art in Public Places Special Project. Attached please find a memo to Council detailing this project. • Section 5 -This request provides funding to repair and clean four of the City-owned Jenmar Court properties in order to prepare the homes to be rented. Hansley, City Manager Initiated By: Director of Engineering/City Engineer Date: July 3, 1997 Re: Stormwater Master Plan Update As requested at the last City Council Meeting, attached please find a copy of the Stormwater Master Plan update from Camp, Dresser & McKee (CDM). Since the future land use scenario was recently submitted to CDM, an analysis is expected to be completed for the new land use scenario by September 30, 1997. Additionally, proposed changes to the MORPC regulations for consideration are expected to be completed by November 30, 1997. A final draft report is expected to be completed on December 19, 1997. Table 1 in the attached update contains a complete project schedule. --~ Also attached is a copy of the billing f $18 290.00 fr CDM for additional services in connection with the stormwater complaint investigation in the Northwest Quadrant. An Appropriation Ordinance will be brought to you at a later date for these services. Hansley City Manager Date: Thursday, August 7, 1997 RE: Art in Public Places Special Project Jack Nicklaus Memorial Staff has taken steps to follow up on earlier discussions by City Council regarding the possibility of commissioning a special Jack Nicklaus Memorial Art in Public Places Project in conjunction with the Dublin Arts Council. A timeline has been developed that takes into consideration Council's request to complete this project in time for the 1998 Memorial Tournament at Muirfield Village Golf Club -late May, 1998. Considering the time constraints that accompany this particular project, it has been recommended by Christy Rosenthal, Executive Director of the Dublin Arts Council, that the pool of artists currently being reviewed for the Fifth Art in Public Places Project be utilized for this special project. In keeping with the costs typically associated with an Art in Public Places Project, it is recommended that Council approve an appropriation of $75,250.00 from the City's w~, Hotel/Motel Tax Fund to pay for this project which is included in Ordinance ~/~. In discussions about a possible location for the art, a recommended site has been identified -the intersection of State Route 161 and Frantz Road. This site is preferred for the following reasons: The land is already owned by the City and will likely undergo cosmetic changes with the intersection improvements that will be underway in the near future. The site serves as a gateway to Dublin for many visitors to the Tournament, other City events and the community in general. High visibility. The finalists will be invited to prepare proposals for the project. October ? The three finalists will present their proposals to the Selection Committee and a finalist will be chosen. May ?
