HomeMy WebLinkAboutResolution 052-15RECORD OF RESOLUTIONS Dayton Legal Blank, Inc., Forth No, 30045 Resolution No. 52 -15 Passed A RESOLUTION ACCEPTING THE LOWEST AND BEST BID FOR THE 2015 STREET MAINTENANCE PROGRAM, PART 2 WHEREAS, formal advertising and competitive bidding procedures have been conducted, pursuant to Section 8.04 of the Revised Charter and Chapter 37 of the Dublin Code, for the 2015 Street Maintenance Program, Part 2; and WHEREAS, Council has determined that the bid submitted by Strawser Paving Company constitutes the lowest and best bid; and WHEREAS, Council has determined that there may be a legitimate need to declare the relocation of the utilities in connection with the above - referenced project as a % %single source" procurement, for reason that the company owning the utilities in question has the exclusive rights to relocate such utilities. NOS THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, of its elected members concurring, that: Section 1. The bid submitted by Strawser Paving Company in the total amount of $2,350,563.30 is hereby accepted. Section 2. The City Manager is hereby authorized to enter into contracts with Strawser Paving Company for performance and completion of the 2015 Street Maintenance Program, Part 2, pursuant to the Advertisement, Proposal and Contract Documents for said project on file in the office of the City Engineer. Section 3. This Resolution shall take effect upon passage in accordance with Section 4.04(a) of the Revised Charter. Lee, P.E., Civil Engineer II — Design Summary Memo Re: Resolution No. 52 -15 — A Resolution Accepting the Lowest and Best Bid for the 2015 Street Maintenance Program, Part 2 On June 4, 2015 four (4) bids were received, publicly opened and read for the 2015 Street Maintenance Program, Part 2. The Engineer's estimate is $2,700,000. A copy of the 2015 Street Maintenance Program, Part 2 construction drawings have been placed in the Council Planning Room for your reference and review. The budgeted funds in the 2015 Capital Improvement Program is $4,500,000 in E7171501, Annual Street Maintenance Program. Strawser Paving Company submitted the lowest and best bid of $2,350,563.30. Staff has thoroughly reviewed all bids and a summary of the bids is listed below. Part 1 of the 2015 Street Maintenance Program was previously awarded in the amount of $3,548,092.15. The combined total for Part 1 and Part 2, if awarded, of the 2015 Street Maintenance Programs is $5,898,655.45 Bidder Bid as Read Bid as Read Over ( +) or Under ( -) Engineer's Estimate Corrected Bid Strawser Paving Company, Inc. $2,350,563.30 -12.9% Decker Construction Company $2,412,189.78 -10.6% Kokosing Construction Company, Inc. $2,756,595.05 2.1% Columbus Asphalt Paving, Inc. $2,810,143.60 4.0% Work included in the 2015 Street Maintenance Program, Part 2 consists of roadway resurfacing and reconstruction, roadway spot base repair, curb and gutter replacement, installation of compliant curb ramps and associated work. All work is scheduled to be complete by October 30, 2015. Res. 52 -15 - 2015 Street Maintenance Program, Part 2 - Bid Acceptance June 18, 2015 Page 2 of 3 Streets Included for the 2015 Street Maintenance Program, Part 2 This part of this year's program includes resurfacing on several City streets as depicted on the attached City map. The streets to be improved are as follows: Avery Road (Muirfield Dr. to Brand Rd.) Davington Drive Deeside Drive Tayport Drive Barassie Place Duddingston Drive Morlich Square Spot Repairs to be completed on the following streets: Emerald Parkway Brand Road Glick Road Fawnbrook Lane Fawnbrook Court Bristol Drive (Partial) Crawley Drive Heatherwood Lane Heatherwook Court Rushwood Drive (Partial) S. High Street Earlington Parkway The work will be performed while maintaining traffic with all efforts being taken to minimize interruptions to motorists, provide access for emergency services, maintain access when possible to driveways and adjacent streets, and consistently provide a safe work area for motorists and workers. Communications with Residents and Motorists The following communication methods will be used to communicate construction information with the residents and motorists throughout the duration of this project. • Brochures are placed on mail boxes at each residence on affected streets. These brochures are distributed by Dublin staff. • Residents whose driveways will be closed during construction will be given written notice at their front door at least 24 hours in advance of the closure. These are distributed by the contractor. • Temporary signs are placed along streets at least 24 hours in advance of construction to notify residents and motorists of upcoming construction work and anticipated construction dates. • When appropriate, portable message board signs are used for construction notification on arterial and collector streets. • The City of Dublin Engineering Division street maintenance website gives current construction schedule information. This website is listed on the signs posted in advance of construction activities and in the brochure placed on mail boxes. The website is www.dubin.oh.us engineering. • Due to the short notification time period for driveway closures, Dublin Engineering staff makes adjustments to the construction schedule to accommodate resident needs on a case -by -case basis. • Social Media (e.g. Twitter, Facebook, Instagram) is used to communicate timely construction updates. Previous experience with Strawser Paving Company has been favorable, including these recent projects: 2014 Street Maintenance Program and the 2013 Street Maintenance Program. Staff recommends approval of Resolution No. 52 -15, accepting the lowest and best bid of Strawser Paving Company in the amount of $2,350,563.30 and authorizing the City Manager to enter into a contract with Strawser Paving Company for this project. 2015 STREET MAINTENANCE PROGRAM 7cit of Dublin PART 2 1.
