AN ORDINANCE AMENDING SECTION 2 ("WAGE & SALARY
STRUCTURE/ADMINISTRATION"), SUBSECTION 2.A OF
ORDINANCE 98-96 ("COMPENSATION PLAN").

Ordinance No. 98-96 ("Compensation Plan") should be amended; and,
WHEREAS, Council has also determined that adoption of these amendments is necessary to
the administrative/operational efficiency/effectiveness of the City;
NOW, T EREFORE BE IT ORDAINED by the Council of the City of Dublin, State of
Ohio, ~ of the elected members concurring:
SE TION 1. That Section 2 ("WAGE & SALARY STRUCTURE/ADMINISTRATION'),
Subsection 2.A. be amended by deleting the "Information Systems Manager" classification title
and pay grade listed under the "Information Systems" categorical heading contained therein and
replacing such title and pay grade with the following title and pay grade:

'~" ~ Attached for your consideration is Ordinance No. 86-97 amending Section 2 ("WAGE & SALARY
STRUCTURE/ADMIlVISTRATION"), Subsection 2.A of the City Compensation Plan (Ordinance
No. 98-96). These amendments relate to the issue of establishing a pay grade for the Director of
Information Technology job classification. The attached legislation would amend the applicable
sections of the Compensation Plan (Ordinance No. 98-86) by deleting the "Information Systems
Manager" classification title and pay grade and replacing such with the new "Director of
Information Technology" classification title and pay grade.
You will recall that in April 1997, the Division of Information Technology was formally created via
Ordinance of Council (No. 12-97). As part of the StaffReport accompanying Ordinance No. 12-97,
Staff advised Council that the existing Information Systems Manager position had been re-designed
as a Division Head-level position, entitled "Director of Information Technology". (The scope and
level of responsibility inherent to this position has been modified to be consistent with future City
objectives with respect to the Information Technology field.) Staff also advised Council that since
market conditions (not internal equity) usually dictate the salary which must be paid to hire such a
Director, Staff had not advertised a defined salary range, but that after identifying a preferred
candidate and negotiating a specific salary, would bring a specific range to Council for formal
approval.

Staff has now identified a preferred candidate for the Director of Information Technology position,
entered salary negotiations with the candidate, and now is in a position to formally recommend a
pay grade/range for Council approval. Given a combination of market conditions, present salary
of the preferred candidate, and some consideration to internal equity, Staff recommends that the
Director of Information Technology be assigned to pay grade 12 ($49,375.00 - $74,062.00).
As mentioned previously, market conditions (more so than internal equity) dictate the salary which

oftentimes must be paid to hire a candidate at this level in this field. In our scenario, this too will
be the case. When Staff factored the position internally using the new point-factoring based job
evaluation system, the total point value was 615 points, which falls within the range of points
delineating pay grade 11 ($45,257.00 - $67,886.00). However, the position was only 5 points short
of reaching pay grade 12 ($49,375.00 - $74,062.00). Given the market conditions which will
require us to provide a salary in the $73,000 - 74,000 range and the fact that the internal point
factoring was on the edge of reaching pay grade 12, Staff is recommending that pay grade 12 be
assigned to this position/classification.
Assigning the new "Director of Information Technology' classification to pay grade 12 would place
such Director at the same pay grade as Director of Finance, Director of Service, and Chief of Police.
As a side note, sufficient funding exists within the 1997 appropriations to cover the increased wage
and benefit costs associated with hiring the new Director at pay grade 12; therefore, no amendments
to the appropriations will be necessary.
