AN ORDINANCE AMENDING THE ANNUAL APPROPRIATIONS
ORDINANCE FOR THE FISCAL YEAR ENDING DECEMBER 31, 1997
WHEREAS, Section 5705.40 of the Ohio Revised Code allows for supplemental
appropriations to be made to an appropriations measure provided sufficient resources are
available; and
WHEREAS, the Ohio Revised Code requires, when necessary, amendments to the annual
appropriations be made in order that appropriations are not over expended; and
WHEREAS, it is necessary to amend the annual appropriations measure to provide
adequate funding in various budget accounts.
NOW, THE FORE, BE IT ORDAINED, by the Council of the City of Dublin, State
of Ohio, ~ of the elected members concurring that:
Section 1. There be appropriated from the unappropriated balance in the General fund the
amount of $17,000 to account 01-03-13-2348 for plumbing inspection services.
Section 2. There be appropriated from the unappropriated balance in the Upper Scioto West
Branch Interceptor Fund the amount of $3,676,008.59. Of the total, $96,344.04 is to be
appropriated to account 63-03-14-2349 for design fees and $3,579,664.55 is to be .
appropriated to account 63-03-14-2560 for construction costs.
Section 3. There be appropriated from the unappropriated balance in the Unclaimed Monies
Fund the amount of $40 to account 82-02-10-2911 and $830 to account 82-02-10-2913 for
the purpose of making payments to individuals claiming monies owed to them.

Section 4. There be appropriated from the unappropriated balance in the Dublin
Conventions & Visitors Bureau Fund the amount of $14,920.05 to account 83-02-11-2834
for hotel/motel tax collections owed to the Bureau.
Section 5. There be appropriated from the unappropriated balance in the Agency Fund the
amount of $450,530 to various accounts for payment to various individuals and entities for
which the City has received revenue as an agent.
Section 6. The public hearing be waived to provide immediate funding for the stated
purposes prior to closing the financial records for 1997.
Section 7. This Ordinance shall take effect and be in force in accordance with Section
4.04(a) of the Dublin City Charter.

Subject: Ordinance No. 164-97, Amending The Annual Appropriations

This Ordinance requests funding authorization needed to be in compliance with the Ohio Revise d
Code when the 1997 financial records are closed at year-end.
Section 1 appropriates funding for the fourth quarter billing statements we will be receiving fro m
^~ ° the Franklin County Board of Health for plumbing inspections they perform. The level of
building activity has been higher than we had originally estimated. This appropriation is off-set
by revenues collected for the plumbing permits issued.
Section 2 appropriates funding for costs incurred related to the design, inspection and
construction of the Upper Scioto West Branch Interceptor (USWBI). These expenditures have
been funded by the Ohio EPA low-interest loan received by the City. The total costs incurred
during 1997 were $9,891,612.59. As City Council is aware, the low-interest will be repaid over
a period of 20 years.
Sections 3 through 5 appropriate funding for various accounts where the City acts as an agent
for other individuals or entities. Examples of entities receiving payment from the City for
revenues collected on their behalf are the City of Columbus for sewer taps fees, the State of
Ohio for building surcharge gees, and contractors for deposits held by the City.
