NOW, THEREFORE, BE IT ORDAINED by the Council of the City of
Dublin, State of Ohio, ~ of the elected members concurring:
Section 1. That the following described real estate (see attached map marked
Exhibit "A") situated in the City of Dublin, State of Ohio, is hereby zoned PCD,
Planned Commerce District, a composite plan that shall be subject to regulations
and procedures contained in Ordinance No. ,the City of Dublin Zoning
Code, and amendments thereto.
Section 2. That application, Exhibit "B", including the list of contiguous and
affected property owners, and the recommendations of the Planning and Zoning
Commission, Exhibit "C", are all incorporated into and made an official part of
' this Ordinance and said real estate shall be developed and used in accordance
therewith.
Section 3. That this Ordinance address minor revisions and clarifications to the
approved development text [Ordinance 50-00 (AMENDED)] and as later amended
[Ordinance 88-O1], with respect to the following regarding the golf course
maintenance facility: "General Golf Standards (Subareas U & W)", "Subarea U
(Golf Course Maintenance Facility)", "Exhibit U: Landscape Buffer Plan", and
"Exhibit V: Landscape Buffer Exhibit."
Section 4. That this Ordinance shall take effect and be in force from and after the
earliest period allowed by law.

III. Rezoning Statement:
State briefly how the proposed zoning and development relates to the existing and potential future land use character of the vicinity.
Existing and proposed zoning and land uses remain the same. This
application serves as a request to modify the original zoning text. The original
PCD text addressed a typical commercial site within the City. The original
PCD text, however, did not appropriately address the historic character of the
farmstead. Tartan Golf and the City of Dublin staff, to better address the
historic character of the Rings family farmstead, have prepared the proposed
PCD text.
State briefly how the proposed zoning and development relates to the Dublin Community Plan.
The Dublin Community Plan identifies the historic features of the community as
treasures to be preserved. The proposed modification of the zoning text
better addresses the site development and landscape design of the historic
Rings family farmstead. The proposed text achieves the functional aspects of
the original PCD text while better addressing the historic character of the
Rings farmstead.

Golf Course Maintenance Facility:
Subarea U is being rezoned as PCD, Planned Commerce District, to allow the
development of the maintenance facility for the golf course operation. This use will be
integrated with the overall golf course and residential community development.
This subarea will contain the maintenance facility for the golf course. The existing and
~ well-preserved Rings Farmhouse located at 6665 Shier-Rings Road will serve as the
~ offices for the maintenance operation. The requested Planned Commerce District will
allow the office use intended for the historic homestead, plus a potential new
maintenance barn that will allow the storage of equipment and materials used in the
maintenance operation " "~e• the Any maintenance barn will be
constructed with an architectural scheme to complement the existing historic home. The
design, size and location will be submitted to the City for review and approval. The
historic house will be used for office purposes, but may else be used in conjunction with
pa~1~ activities including, but not limited to: meeting rooms, school activities, educational
programs, etc. The subarea shall have a
parking lot of adequate size to accommodate the office use plus maintenance staff
employees.
Clubhouse Facilities:
Subarea W is being rezoned as PCD, Planned Commerce District, to allow the
development of the clubhouse and its associated activities. This use will be integrated
with the overall golf course and residential community development.
Subarea W will contain the golf course clubhouse and a range of ancillary activities. The
Planned Commerce District is proposed to allow a range of uses normally associated with
clubhouse activities, including but not limited to: a driving range, restaurant, grill room,
locker rooms, banquet facilities, conference rooms, pro shop, health and fitness club, golf
cart storage and rental, community center and other similar activities. The proposed
driving range will not have lights, but will have all other components for afull-service
driving range.
Golf:
Subarea V is being rezoned as PLR, Planned Low Density Residential District, to allow
the development of the 18-hole golf course. This use will be integrated with the related
golf course facilities and residential community development.
Permitted Materials:
Permitted materials for these subareas and product types include: Brick, Stone, Stucco,
Wood Siding and Cementitious Siding (Hardi-Plank).

Due to the size and anticipated duration of this project and the constant advances in
technology, the Applicant reserves the right to present newly engineered/developed
exterior materials to the Planning Commission for their approval and inclusion on the
approved materials list for this project.
Architecturally designed buildings using all stucco on the exterior may also be permitted
by the Planning Commission. Appropriate application methods, as well as the use of
primary and/or secondary design treatments consistent with the architecture, must be
incorporated into the design.
~ Architectural Detailing:
• All Golf Course Buildings must utilize 4-sided architecture, predominantly natural
materials, reflect a quality image and be compatible with the residential surroundings.
• Design elements and details must be repeated throughout all faces of the structure.
• Windows must be present on all four sides of the structure in a manner consistent
with the treatment used on the front of the home.
• Blank walls are prohibited.
• All windows must be trimmed with wood on all four sides of the structures using
stucco, wood siding, Hardi-Plank or vinyl on the exterior. (No wood trim is required
when windows are surrounded by brick or stone).
• When brick or stone are used on the front elevation of the home, it must be repeated
in some form (water table, chimney, corner wrap, or similar treatment) on the
remaining faces of the home.
Colors•
Colors •shall be used to "pull together" and provide a sense of visual unification of the
exterior materials. Natural earthtones or neutral colors on the warm scale that blend with
the natural landscape (tans, browns, warm grays, etc.) are preferred. White is considered
an acceptable neutral color.

Chimneys•
No "cantilevered" or "through the wall" chimneys are permitted. (See Exhibit Page 35B)
All chimneys must be built on an integral foundation using brick or stone on the exterior.
Buildings constructed using themed architecture, requiring all stucco on the exterior, may
be permitted to use stucco on the chimney with Planning Commission approval. Other
variations not expressly permitted must be approved by the Planning Commission.

Sidewalks and Bikepaths:
A five-foot sidewalk will be installed along the Eiterman Road frontage and afour-foot
sidewalk along the Bonaly frontage to provide for pedestrian traffic. Eight-foot wide
asphalt bikepaths will generally be used along the major thoroughfares such as Woerner-
Temple, Eiterman and Shier Rings Roads.
Tree Preservation:
While the applicant has received a formal waiver of the need to comply with the Tree
Preservation Ordinance number 95-96, it is our intent to use our reasonable good faith
efforts, consistent with the plan, to conserve the maximum number of existing trees in the
tree stands, fence rows, etc. within the project area. It is to the distinct benefit of the
applicant, as well as our future homeowners and the community at large, to do so.
The applicant has incorporated existing tree stands, fencerow and vegetation into the
plan in a manner intended to preserve them where possible.
No Build Zones and No Disturb Zones will be established where appropriate.
• Reasonable good faith effort, consistent with the plan, shall be made during site
engineering (utility placement, roads, golf course, drainage, site grading, etc.) to
avoid the unnecessary removal of trees and to protect critical root zones of trees in
and adjacent to the project area.
• Construction activities shall be undertaken in a manner consistent with the protection
of existing trees. Protective fencing and other suitable tree protection methods will be
used and maintained during the entire construction period. Construction vehicles,
materials, and spoils will be prohibited within the tree preservation area or the critical
root zones of protected trees.
• Trees located in areas where removal will take place may be relocated (if feasible and
appropriate) for use elsewhere on the site.
