AN ORDINANCE AMENDING ORDINANCE 127-01 TO AMEND APPENDIX A,
SCHEDULE OF FEES AND SERVICE CHARGES FOR CITY OF DUBLIN SERVICES,
AND DECLARING AN EMERGENCY.
WHEREAS, the City Council has adopted Ordinance 127-01 on November 5, 2001 which
established its policy as to the recovery of costs and more particularly the percentage of full costs
to be recovered from users of the City services and established a schedule of fees and charges for
City services which complied with the policy set forth in that Ordinance; and
WHEREAS, the fee for a daily pass to the Community Recreation Center was listed in a tiered
fee schedule by age group; and
WHEREAS, on January 16, 2002 the City's Parks & Recreation Advisory Commission
recommended that the age specified as an "adult" in relation to the fee for a daily pass to the
Community Recreation Center be changed from 11 years old to 13 years old to provide a more
equitable and appropriate age range consistent with "adult" uses of the recreation facility; and
WHEREAS, after consideration by the City and input from the Parks & Recreation Advisory
Commission, it is necessary to amend the schedule of fees and charges for City services to reflect
the age change for said fee.
NOW, THEREFORE BE IT ORDAINED by the Council of the City of Dublin, State of Ohio,
members of the elected officials concurring:
Section 1. Appendix A of Ordinance 127-01 is hereby amended to read as follows:
APPENDIX A, S-161 COMMUNITY RECREATION CENTER (DCRC) ANNUAL PASSES
Daily Passes:
Adults (ages 13 yrs. & up) $8
Child (ages 3 - 12 yrs.) $4
Infant (ages 2 & under) no charge
City of Dublin residents may receive a discounted daily pass with their City of Dublin I.D. card.
These photo I.D. cards may be purchased at the DCRC for $2/person card. Proof of residency
and age are required to purchase a resident card. Individuals under the age of 18 years must have
a parent or guardian complete registration. Discounted daily pass rate for City of Dublin
residents with a resident I.D. card is $4/adult and $3/child. ,
Section 2. The fee schedule identified in Section 1 become effective pursuant to the policies and
procedures identified in Ordinance 127-01.
Section 3. EFFECTIVE DATE
That this Ordinance is declared to be an emergency measure necessary for the immediate
preservation of the public peace, health, safety or welfare, and further, to meet the design/printing
deadline for publication in the upcoming recreation program brochure. Therefore, the Ordinance
shall take effect and be in force on March 20, 2002 in conjunction with the Spring/Summer
recreation registration period.

Re: Recommendation Regarding Adult Fee Designation
Per City Council's direction, the Parks & Recreation Advisory Commission (PRAC) has reviewed
the adult daily pass fee designation for the Dublin Community Recreation Center. As a result of
their review, PRAC recommends Council pass Ordinance 15-02 which will amend Appendix A
of Ordinance 127-01, changing the ages related to the daily pass fees. PRAC is recommending that
the age for an "Adult" daily pass be increased from "age 11 & up" to "age 13 & up" and that the
"Child" daily pass be increased from "ages 3-10" to "ages 3-12".
In reviewing the issue, PRAC gave consideration to the following:
1. Reviewed the original e-mail from Michele Bergman and staff responses, attached.
2. A survey conducted by Staff, attached. The original ages were determined based
on surveys conducted prior to the original opening of the Recreation Center.
3. PRAC discussion as noted in the minutes from their December 19, 2001 and
January 16, 2002 meetings, attached.
In summary, PRAC's general consensus was:
1. Age 13 was more compatible to access to certain areas/activities of the facility.
2. Neither PRAC nor Staff is aware of this concern being raised by others.
3. The impact of the incremental cost of $1 from child to adult daily pass rate and
increasing the age to 13 is minimal.
Even though this is a simple fee to implement and is a positive impact rather than negative, staff
recommends, with concurrence of PRAC, an implementation date of August 21, 2002. 'This would
coincide with the Fall Recreation Brochure and registration. Should Council desire an earlier
implementation date, Staff recommends an effective date of March 20. This would coincide with
the Spring/Summer Brochure and registration. In order to pursue this time frame, Council would
need to pass Ordinance 15-02 as an emergency in order to meet the design/printing time frames for
the Spring/Summer recreation brochure.

Mr. McDaniel explained Council had assigned this review to PRAC after receiving a resident
inquiry. He distributed copies of the inquiry and subsequent a-mail messages (copies attached and
incorporated herein).
Mr. Casey noted the Commission's previous discussions regarding the City's subsidizing of the
DCRC.
Ms. Heal distributed copies of information compiled through surveying of other cities (copy
attached and incorporated herein). She noted the information revealed the City's current policy is
somewhat different from the other cities.
Mr. Blosser inquired as to the potential impact should the policy be revised. Specifically, he asked
if fees for another area would need to be increased to offset a reduction for this demographic group.
How would adjusting the fee for this group impact revenue?
Mr. McDaniel noted the survey just completed revealed large differences from the survey
conducted in 1995. The DCRC's current policy was based upon the 1995 survey. He also felt the
term "adult fee" was a misnomer and has technically been labeled be a "facility usage fee" without
designation as to "adult" status.
Mr. Casey inquired how many complaints had been received regarding this policy? What
percentage of users do those complaints represent?
Ms. Heal responded this was the only complaint of this nature of which she was aware.
Mr. Stovsky inquired as to age restrictions in relation to usage of the various facilities.
Mr. McDaniel said those are listed in the brochure and staff would copy and circulate that
information to the Commission.
Mr. Stovsky inquired if there were statistics available that would reflect how many of the users in
the "adult" category were the age of the individual involved.
Ms. Heal said staff did not track that type of information.
Mr. McDaniel invited the Commission members to a-mail questions so that staff could research
answers and provide additional information to the Commission for the February meeting.

Mr. Blosser noted he was personally conflicted regarding this issue. He noted that while the City's
policy was not consistent with other cities surveyed there had only been the one known complaint.
Ms. Wiot noted she had requested Ms. Heal provide copies of "Family Track Hours & Rules" and
"Pass Rates" (copy of each attached and incorporated herein). She noted there were different ages
required for using different facilities of the DCRC and suggested establishing a policy defining
adults as anyone 13 or older and allowing access to any of the facilities.
Mr. Blosser inquired as to the policy for using the fitness area.
Ms. Heal responded people aged 12-15 could use the area with adult supervision or they could take
a class and become certified to use the equipment. People 16 and older can use the equipment
without supervision. Everyone must be 16 or older to use the spa.
Mr. Stovsky noted this would result in a three-tier pricing schedule and inquired how much of a
burden this would be to staff.
Ms. Heal said it would be set up in the computer system and would not result in that much more
of a burden to staff.
Ms. Wiot noted the current daily pass rates for Dublin resident adults and children differed by $1.
She anticipated making any changes to the age policies would not have much impact on revenues.
Mr. Enright also anticipated there would be little impact on revenue.
Mr. Ulrey said he felt that since there was only the one complaint no changes to the policies should
be made.
Ms. Wiot moved to recommend Council the current fee structure but change the age definition to
consider 13 and up as adults.
Mr. Enright second the motion.
The vote was 6-0 in favor of recommending to Council the current fee be maintained but the age
definition be changed to consider 13 and up as adults.
Mr. Ostrowski inquired when this change would be implemented.
Mr. McDaniel said the recommendation to Council would be forwarded for the February 4t''
Council meeting. If Council concurred with the recommendation it would need to revise the Fee
Ordinance. The first reading of the revised Fee Ordinance would be at the February 19"' Council
meeting; the second reading and vote would be at the March 4`~ meeting. If adopted the Ordinance
could not be implemented until Apri14`~ (unless adopted as an emergency). The change could then
be advertised in the Fall brochure. Therefore, staff would recommend implementing the change
beginning in the Fall.
Mr. Enright noted he had received a request that members of the active military on leave be
permitted to use the DCRC at no cost. He forwarded the request via e-mail to Mr. McDaniel.
A discussion followed in which the Commission noted the following concerns:
• How would front desk staff know if someone was active military or reserve military?
• How would front desk staff know if that person was a Dublin resident? Or did this matter?
w•• • How would front desk staff know if that person was on leave?
• What percentage of the Dublin population is in the active military? What would be the
potential impact to revenue?
• Front desk staff would have to be vigilant in looking for the "active" designation on
military identification cards.
The Commission decided to table discussion of this issue until the February meeting.
