PURSUANT TO SECTION 8.04 ("CONTRACTING PROCEDURES'), PARAGRAPH (C) ( WAIVER OF COMPETITIVE BIDDING'), OF THE REVISED CHARTER FOR THE PURCHASE OF BEER FOR THE 2015 DUBLIN IRISH FESTIVAL WHEREAS, Section 8.04(c) of the Revised Dublin Charter authorizes Council, by a vote in favor of no less than five (5) members, to waive competitive bidding requirements if Council determines that it is in the best interest of the City to do so; and WHEREAS, Killians Irish Red has served as sponsor for the Dublin Irish Festival over the past two decades, and Guinness Irish Stout returns as a sponsor for the second year, both contributing a substantial amount of financial and promotional support to the Festival; and WHEREAS, Superior Beverage Group of Columbus is the sole distributor for Killian's Irish Red and Guinness Stout in Central Ohio; and WHEREAS, it has been recommended by staff that it is in the City's best interest to waive competitive bidding requirements and to designate the Superior Beverage Group as the provider of beer at the 2015 Dublin Irish Festival due to the financial and marketing benefits this sponsorship provides to the Festival and the City. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, State of Ohio, of the elected members concurring, that: Section 1. Superior Beverage Group of Columbus is hereby designated as the provider for beer products for the 2015 Dublin Irish Festival. Section 2. Competitive bidding requirements are hereby waived for these purchases, as it has been determined to be in the City's best interest to do so. Section 3. This Resolution shall take effect upon passage in accordance with Section 4.04(a) of the Revised Charter. Passed this day of 2015. McDaniel, City Mana� Date: May 14, 2015 Initiated By: Alison LeRoy, Manager, Events Administration Re: Resolution No. 48 -15 - Waiving Competitive Bidding Requirements for the Purchase of Beer for 2015 Dublin Irish Festival Summary Attached for your consideration is Resolution 48 -15, waiving competitive bidding requirements for the procurement of beer for the Dublin Irish Festival. Section 8.04 (c) of the Revised Charter authorizes Council, by a vote in favor of no less than five (5) members, to waive the competitive bidding requirement if it determines that such waiver is in the best interest of the City. This year, the beer sponsors of the Festival are Killian's Irish Red and Guinness. Both of their parent companies, MillerCoors and Diageo will pay a sponsorship fee to the City of Dublin. We will offer the following beer products for sale during the Festival: Killian's Irish Red, Coors Light, Coors, Guinness, Leinenkugel Summer Shandy and Blue Moon. Superior Beverage Group of Columbus is the sole distributor for all of these MillerCoors and Diageo products in Central Ohio. Expenditures for the purchase of beer for the 2015 Festival are estimated at $185,000. Appropriate funding for this purchase has been authorized by Council in the 2015 operating budget. Recommendation Staff recommends approval of Resolution 48 -15, waiving competitive bidding for the purchase of beer for the 2015 Dublin Irish Festival.
