YE4R AN ORDINANCE TO ACCEPT THE LOWEST/ BEST BID FOR THE PAUL BLAZER STREET LIGHTING IMPROVEMENTS PROJECT FOR THE CITY OF DUBLIN AND DECLARING AN EMERGENCY WHEREAS, after advertising, receiving and opening bids on July 6, 2000 bids were received for the Paul Blazer Street Lighting Improvements project; and WHEREAS, Council has determined that the lowest and best bid for said project is from, U. S. Utility Contractors in the amount of $215,125.60; and WHEREAS, Council has determined that there may be a legitimate need to declare the relocation of the utilities in connection with the above-referenced project as a "single source" procurement, for reason that the company owning the utilities in question has the exclusive rights to relocate such utilities; and WHEREAS, it is in the best interest of the City to execute this contract as soon as possible so that construction can take place during favorable weather conditions. NO~V THEREFORE BE IT ORDAINED by the Council of the City of Dublin, Ohio, _~ of the elected members concurring: Section 1. That the bid from U. S. Utility Contractors in the amount of $215,125.60 be, and hereby is, accepted. Section 2. That the City Manager is hereby authorized and directed to execute a contract with U. S. Utility Contractors for completion of said project pursuant to the bid specifications and documents on file in the office of the City Engineer. Section 3.That there be appropriated from the unappropriated balance in the Capital Improvement Fund the amount of $65,000.00 to account 401-03-14-780-2550 for construction and utility relocation. Section 4. That this Ordinance be, and the same hereby is, declared to be an emergency measure for the preservation of the public peace, health or welfare of the residents of this City, and, therefore, this Ordinance shall take effect and be in force immediately upon its passage. Kindra, Director of Engineering/City Engineer Subject: Ordinance No. 99-00 Paul Blazer Street Lighting Improvements Date: July 6, 2000 On July 6, 2000, 2000 bids were received and publicly opened and read for the Paul Blazer Street Lighting Improvements project, between Rings Road and Tuttle Crossing Boulevard. Four (4) bids were received, as shown on the attached bid form. The four bids have been reviewed and it is recommended that we award this contract to U. S. Utility Contractors, the lowest and best bidder. U. S. Utility Contractor's bid was $215,125.60. The Engineer's estimate was $265,992.65. The current Operating Budget has $170,000 for the design and construction of this project. $19,512.00 has been utilized to prepare construction plans and specifications. In the proposed Capital Improvement Plan, additional funds are projected for this project. However, it will be necessary to appropriate $65,000.00 additional dollars for award of this contract. I recommend approval of this contract to U. S. Utility Contractors. Attached is an emergency Ordinance for approval by City Council prior to awarding the contract to U.S. Utility Contractors.
